We are seeking your feedback on the draft Site-Specific Development Control Plan (DCP) for the Former Mullumbimby Hospital site, 1 Azalea Street, Mullumbimby.
The current Byron DCP 2014 does not contain provisions for future housing development of this site.
A site-specific DCP is needed to provide clear guidance for how the land may be developed.
What can you influence?
This exhibition is focused on the Draft Development Control Plan (DCP), which sets the planning framework to guide how the site may be developed.
Some elements have already been established through earlier planning and Council decisions. These include the:
- use of the site for housing and associated community outcomes
- overall vision and place principles for the site
The Draft DCP does not determine a final development outcome or delivery model.
The following matters will be considered separately as the project progresses:
- Who develops the site
- How it is funded
- How it is managed over time
Your feedback can influence:
- the clarity and strength of the planning controls
- how well the DCP reflects the vision and responds to the site and surrounding community
- the approach to built form, open space, environmental outcomes, access, and community elements.
Feedback received during the exhibition period will be reviewed and may result in changes to the Draft DCP before it is finalised and reported to Council.
What the Draft DCP proposes
The Draft DCP proposes to:
- Guide development so it responds to Mullumbimby’s character, landscape and surrounding community
- Ensure future development addresses the site’s constraints and delivers strong social and environmental outcomes
- Shape built form and open space, including landscaping, ecological outcomes and integrated water management.
The Key Themes
The draft DCP includes objectives and development controls organised under several key themes, supported by mapping that illustrates how the controls apply across the site.
The main themes in the DCP include:
- Housing and Built Form
- Transport and Access
- Blue and Green Infrastructure
- Climate
- People and Culture.
The supporting mapping illustrates how the key themes and controls in the DCP are intended to apply across the site and should be read alongside the written provisions.
